CampaignTrack is a platform that enables users to record political contributions and expenditures, monitor each donor against the legal contribution limits, correspond with donors, and file the campaign-finance disclosure reports required by the New Jersey Election Law Enforcement Commission (ELEC).

The purpose of CampaignTrack is to keep the financial records a New Jersey political committee is legally required to keep, and to turn them into the reports the New Jersey Election Law Enforcement Commission (ELEC) requires. It is used by campaign treasurers, candidates and campaign staff to record every contribution and expenditure, watch each donor against the contribution limits, correspond with donors, and file on time.

The filings it produces are the R-1 quarterly and pre-election reports, the 48- and 72-hour notices, and their supporting schedules.

The work it replaces is a spreadsheet. A committee must record every contribution and every expenditure, attribute each to the correct donor and the correct election, track each donor against a statutory contribution limit that differs by contributor type, itemize anyone over the reporting threshold, reconcile against a bank statement, and file on a fixed calendar. CampaignTrack performs that arithmetic and deadline tracking, flags what ELEC will reject before anything is filed, and keeps a permanent audit record of who entered what.

What the application does

  1. Records contributions and expenditures, with per-election donor totals and live contribution-limit checks
  2. Maintains a shared directory of donors and vendors across a committee's campaigns
  3. Imports online donations automatically from Anedot, and existing records from spreadsheets
  4. Reconciles recorded contributions against a bank statement
  5. Generates ELEC reports and tracks filing deadlines
  6. Attaches receipts and invoices to expenditures, so a disbursement questioned years later can be evidenced
  7. Sends thank-you messages and information requests to donors
  8. Provides role-based access, so a compliance reviewer can read the books without being able to change them

One place for the money and the correspondence

A campaign's records and a campaign's email usually live apart. The contributions are in one system and the thank-yous are in somebody's Gmail, which means nobody can answer the two questions that matter most in a fundraising week: who gave and was never thanked, and who was asked for their employer and never replied. Answering them by hand involves a spreadsheet, a sent-mail folder, and a good memory.
